To put it in a more practical way, yes, both sides increased turnout, but in terms of RAW VOTE PERCENTAGES, things didn't move that much. Hillary got 48% of the vote in 2016, Biden got 51% of the vote in 2020. Trump got 46% of the vote in 2016 and 47% of the vote in 2020.

Since 2000, the Democrat has gotten no less than 48% of the vote and no more than 53%. The Republican has gotten no less than 45% and no more than 51%, and the latter was in the middle of a war, when we never change presidents.
