It would be illegal for them to do so. To attempt to detain, arrest, or otherwise take action against any citizen for failing to obey this curfew would be to commit a criminal act itself.

Law-enforcement officers and agencies only have the power to enforce laws. There is no law requiring any person to obey this curfew. None at all. Only an illegal order given by a corrupt Governor who has no authority whatsoever to issue any such order.

Laws can only be made in California in two ways, and neither of these ways involves a unilateral order from the Governor, nor from any other individual. In fact, only one of the two legal ways to enact a law even involves the Governor at all, and that is when he signs into law, a bill that has first been passed by and reconciled between the two houses of our legislature.
