The overall dismissal of petty crimes as actual crimes is the problem, the changes to the laws or changes to prosecutorial procedures are just the mechanisms of creating the problem, which to guys like Bragg isn't a problem because the real criminal is the system, and the store owners, with law abiding citizens being suckers for not grabbing what they can.

Committing a petty crime is only a hop, skip, and a jump from committing a violent crime. There was a study done a couple years ago. I don't remember the link, but it showed that the large number of blacks who were drug tested after committing a violent crime, tested positive for THC in their system.
