The methodology used by TRUE THE VOTE which was recounted in 2000 Mules, used this data, purchased from a vendor, and tracked specific phones (uniquely ID'd) ONLY if they were found to visit ballot drop boxes on at least 20 occasions. They also established that these same phones made trips to party sites during these late night runs to multiple ballot drop boxes.
