Article II, Section 1, clause 2 & 3 describe how the President of the United States shall be elected.
Article (Amendment XIV) defines a U.S. Citizen.
Amendment XV states, "The right of citizens of the U.S. to vote shall not be denied or abridged by the U.S. or by any State on account of race, color, or previous condition of servitude".
Amendment XVII states, "The Senate of the United States shall be composed of two Senators from each State, elected by the people thereof, for six years;"
Amendment XIX states, "The rights of citizens of the U.S. to vote shall not be denied or abridged by the U.S. or by any State on account of sex".
Amendment XXIV states, "The right of citizens of the U.S. to vote in any primary or other election for President or Vice President, for electors for President or Vice President, or for Senator or Representative in the Congress, shall not be denied or abridged by the United States or any State by reason or failure to pay any poll tax or other tax"
Amendment XXVI) states, "The right of citizens of the U.S., who are eighteen years of age or older, to vote shall not be denied or abridged by the U.S. or by any State on account of age.
Framed by Article IX which states, "The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people", makes it quite clear that the right to vote by any citizens of the United States is sacrosanct, and that sufficient laws exist which make fraudulent voting a crime. That the principle long held in our country that persons are innocent until proven guilty is threatened when the penalty of disenfranchisement is executed without due process.
If a political party suspects an individual has committed voter fraud, that is a person not being a citizen of our nation has voted, or, being a citizen has violated any provision of law by voting, that the person making the accusation has a duty to file a report with the legal authority charged with investigation such a crime, under penalty of perjury.
What is being attempted by the Republican Party in several states is a conspiracy to commit an act of mutiny, that is, rebellion against constituted authority.
