Senators do not have administrative experience. Governors do, because they are the lead executives in their states. Senators are basically committee members, in fact desire such appointments.

Being a senator gives them extensive knowledge of government function at the highest level.

Pete never got any such experience serving in the national guard.

It’d be like if Obama only government experience was serving on the city counsel for Des Moines Iowa. Then you’d have a proper comparison.
