Pete’s main qualification, like many others he’s nominated, is willingness to be obedient to Trump. Trump’s previous appointees refused Trump’s corrupt demands and he doesn’t want that to happen again.

Senators do not have administrative experience. Governors do, because they are the lead executives in their states. Senators are basically committee members, in fact desire such appointments.
