No one has ever needed communism to form an oppressive government. It's a Johnny-come-lately in the long history of human tyranny. Every country has the same basic problem of feeding the people and maintaining order. Doing those two things is enough to keep any regime in power no matter what. Communism seeks to do this with compulsory employment and a daily food allotment.
