After watching the testimony of FBI Director Comey, answering questions asked of him by Congressman Trey Gowdy, There is no doubt in my mind that the decision NOT to indict Hillary did not depend on Comey's findings but was the decision of Barak Obama and AG Loretta Lynch.
Comey declared early on that if he was minimized in this investigation, that if he came to the conclusion to indict Hillary Clinton and it was ignored he would release all information to the public for them to decide. Despite declaring at a news conference, after which he took no questions, he stated he did not believe any prosecutor would go forward with the case and therefore he would not recommend doing so, releasing all the evidence to the public - as promised - is what he did.
Declaring he did not believe any Prosecutor would go forward with the case was not a declaration of innocence. In fact, not long after his press conference, Comey testified under oath before Congress and helped build the case against Hillary by providing the indisputable evidence that would have led to her conviction (unless Lynch and Obama ahd directly intervened!

GOWDY: Hillary Clinton claimed she never sent or received any items bearing classified markings - Is that true?
- FBI Director COMEY: 'That is not true'
GOWDY: 'Hillary Clinton claimed she never emailed 'any classified material to anyone on my email' and 'there is no classified material'
- COMEY: 'No, there was classified material emailed'
GOWDY: 'Secretary Clinton said she used one device. Was that true?'
- COMEY: 'She used multiple devices during the four years of her term as secretary of state.'
GOWDY: 'Was Hillary Clinton accurate when she claimed that she and her lawyers had given the State Department all her work-related emails.'
- COMEY: 'No, we found work-related emails, thousands that were not returned,'
Not only does Comey make it perfectly clear that Hillary broke the law, specifically the FOIA and the Federal Records Act (for a start), he made it clear Hillary had lied under oath, perpetrating the Felony crime of Perjury!
These are the words right out of Comey's own mouth, proving without the shadow of a doubt Hillary jeopardized our national security, committed Perjury, violated the FOIA, violated the Federal Records Act, and more. The ONLY reason Comey said he would not recommend any charges be filed was because Lynch was his boss and he knew there was no way in hell Lynch and Obama would allow Hillary to be indicted, charged, or found guilty...despite the overwhelming evidence provided as a result of the FBI's investigation.
