Why would they seize it if they can get everything they want out of it through trade? The problem is that while in the past, the USSR was the senior partner, now China is.

I'll go one further. China is not making any claims on Outer Mongolia, which WAS legitimately part of the Qing Dynasty lands. Why? Because they already dominate trade with OM, and the land is too harsh to occupy. (Which is why there are more Mongolians in China than in Mongolia.)
