Just because Republicans have passed such a law, doesn't meant that such a law has any purpose other than to disqualify more votes because the fewer legal votes cast, the more likely Republicans will get elected. Republicans keep trying to pass laws which will suppress the vote in order that they can win.

Again, when you can't win by appealling to voters, you want to win by disqualifying those who vote against you.
