The legislation is scheduled for its first public hearing Tuesday as the Senate rushes to enact measures that Democratic lawmakers say would protect immigrants from the crackdown that the Republican president has promised.

The Democratic legislation, written by Senate President Pro Tem Kevin de Leon of Los Angeles, comes up for debate less than a week after Trump signed an order threatening to withdraw some federal grants from jurisdictions that bar officials from communicating with federal authorities about someone’s immigration status

So CA citizens, your state's officials have decided you don't get to look at your own Constitution online.

Article 2 deals with the initiative system and how a decision of this magnitude properly lies with the People of CA. If any legislator acts to change the CA Constitution or usurp the power of the people via initiative, I suggest they be removed from Office....The proper actions to do such a proposal is to circulate petitions to get an initiative put on the ballot, then put the idea to a vote across the State. That is specifically outlined in Article 2, which is now being withheld from the eyes of the CA voters.

I still want to see the comparison with the old Article 2 and the one that will? eventually be put back up. Again, used to search this page all the time and just recently it was taken down. CA officials don't want their public to understand the illegality of proposing the entire state be "a sanctuary state" without the permission of the governed. Treason is treason. And, we recently legalized recreational pot and expect around a billion a year in revenue.
