Yes. But if blocking a lane is the only way to offload the cargo, it is allowed provided the emergency flashers are engaged and cones are deployed around the truck. It's understood by police, the truck driver and other motorists that when they're done, they leave.If a truck parks in the road to deliver freight with other lanes open, are they blocking traffic too?
No matter how you try to spin this, no law officer will sit by while a motorist blocks a lane of traffic for the purpose of blocking a lane of traffic and pounds on the horn.
You seem to still be under the mistaken idea that Goode was trying to enter traffic. She was not. She was parked perpendicular to the flow of traffic to deliberately block the lane and sat there playing diddies with her horn. Everybody there knew this, including the other motorists. Why are you having such a hard time accepting it?
