Your quote is incomplete. Here are his actual words prefacing the "essence" of Trump's remarks and what he said when he was through.
Shorn of its rambling character and in not so many words, this is the essence of what the President communicates...

This is in sum and character what the President was trying to communicate...

To anyone with a good command of the English language, it is clear from this that Schiff was not repeating Trump's exact words. He also didn't go way out on a limb except for 'I want you to make up dirt.' That's going a bit far. One would hope that the President was just asking for a reopening so the Trump fans could put their avid imaginations to work and come up with a conspiracy theory where Biden was guilty.
