At the end of the day, this is almost certainly what happened.

ATC called out traffic, heli crew visually acquired the wrong aircraft in a sea of blinking lights in a congested airspace, and maintained separation from that aircraft while inadvertently intersecting with the flight path of the inbound CRJ.

While this was a training mission the generals/flag officer around DC use .mil helos like so many Ubers.....That needs to be curtailed too.
