He's referring to FAR's chapter s 121 and 135..... They cover aircraft ops. And GA.......general aviation.

Part 121 regulates scheduled airlines with strict safety standards, requiring pilots to have an Airline Transport Pilot (ATP) certificate. Part 135 applies to charter and commuter operations, demanding higher qualifications for pilots and rigorous maintenance standards to ensure passenger safety.

That area has to be a virtual zoo to operate in.

I wouldn't be the least bit surprised if this is the nail in the coffin for Reagan. There's been a lot of talk about shutting it down over the past few decades but it always gets support from government officials because it's so much more convenient than Dulles to get to the capital.
