Turley testified that character counts when recommending that Bill Clinton will be impeached and said that Clinton must be impeached in order to ensure that future presidents would not think they were above the law

For Donald Trump, Turley argued that the Chargers were too trivial to impeach the president, and that if this impeachment were allowed to stand future presidents to be impeached for almost anything.

In retrospect, he had the arguments backwards in both cases.
