There are two Palestinian governments and they don't recognize each other. We only deal with PNA in the West Bank. So I don't see the funds going to HAMAS, not even the security funding (see my link).

There are different ways of viewing this. I think alleviating the discontent that allowed HAMAS to take advantage in GAZA would help, because undercutting HAMAS is the only way to stop this. Of course Israel isn't going to let up if HAMAS is still shooting rockets and bombing them. Holy God, why would they? But this is a chicken or egg question; Israel has provoked plenty of anger among the Palestinians, as well. So if third parties coming in to try and make life more tolerable quells some of that anger, it's for the best. No one is going to stop the extremists from wanting Israel gone, but that ain't gonna happen; make the extremists a small irrelevant group and let them go back under the rock they crawled out from.
