Presidents don't "hire" anyone outside of their cabinet and US judges. Private companies do. So pretending like there's some magical on/off switch regarding hiring just doesn't exist.

And your 5.3 figure also doesn't exist. The BLS says that number was 9.4%.

Trump doesn't get credit for what he didn't do. Black unemployment was dropping when Trump took office the first time, and his policies had no influence. Biden set the record, and when he left, black unemployment was still lower than Trump's "record." Biden had to rebuild the economy; he did not inherit a growing economy with unemployment in a downward trend.

That's what Trump got from Obama.

Presidents are in charge of the executive branch of govt they hire numerous people

They nominate judges, they don’t hire them

The different branches of govt hire all sorts of people. Govt is the largest employer

When you allow in tens of millions of illegal migrants and hire them, paying them less, you will have a higher unemployment percentage among the population.
You can thank the Democrats for that. They didn't want borders, knowing full well that millions would come in seeking work at reduced wages and vote Democrat because that was the party allowing it to happen.
Actually, as we are discovering, the illegals are just signing up to run a daycare center and home hospice to the tune of billions of dollars.

Except you totally ignored that that theory was turned on it's ears. Because blacks, who are just one step higher on the food chain from the illegal immigrants, were the one's getting hired, and not being displaced by lower wage workers.
