Just heard that Jeffrey Stirling, black spy, got 3 1/2 years.

David Petraeus, who had access to the entire CIA, didn't get any jail time at all.

I'm not sure what your thesis is, but if you want to establish a pattern, it would help if your sample size was larger than 1.
