Yes, for incompetence. Unless their hands are tied due to laws with an exact ruling once guilt is proven. In that case the laws need changed and only public pressure will do that.

I am old school, murder in the 1st degree, and you are either hung by the neck, guillotine, or death by incineration. Yeah, it doesnt stop future murderers but it does stop the repeat offenders.
