You claimed in OP that those ballots belong to poor and blacks. How exactly you determine that? Even if there were ballots, on the truck, those were absentee ballots, for people unable to be present at polls.
Second, what election ballots are those for, since elections are 5 months away?
Third, look at the demographics of Washtenaw county. Ann Arbor and Ypsilanti, are cities with dominant young people mostly there attending UofM, and blacks are around 10%.
