“Giving a speech” is usually reading off prepared remarks. It is the delivery that matters. Trump always came across as semi-literate reading off a prepared speech.Biden can give a speech unlike Trump who sounded like a dim witted 8th grader every time he opened his mouth.He's starting to lose his lucidity.
He's not "giving a speech." he's reading it off the teleprompter.
