The USMCA agreement Trump negotiated was supposed to end this and put the USA back on top, but in 2019 - before the pandemic, Canada's trade surplus with the USA was $25 billion - a 236% increase in our trade surplus. Mexico didn't do nearly as well with a 44% increase in their surplus, but Trump's promise that he would renegotiate NAFTA to get the USA a better deal certainly failed utterly.
