It must be remembered that the Catholic Church is structured as an absolute monarchy run by an exclusive group of males who allow no dissent. But there will never be uniformity of belief in such a large church.

Biden just either dissents on certain issues or realizes that no POTUS has the right to impose their personal beliefs on the entire population. I voted for Biden based in part on my confidence that he would not do so. People who insist that a politician do this don't consider the fact it would force voters to accept or reject a candidate based on religion alone.
