The dumb bastard wanted higher oil prices to make green energy sources look better...then he realized people were pissed because gas was so high and he used the SOR to bring that price down before the midterms. But then the cost of oil was so much that the country would have to pay through the nose to refill the SOR and Joe's little crew of idiots didn't want that political black eye so they just ignored it. Now if a REAL emergency happens we probably won't have enough oil in reserve to protect ourselves. Everything these people touch turns to shit...it's uncanny!
