I have never seen an oil company not rush to bump out oil and to drill new wells when prices are high, and I have never seen an oil company not stop bump-out oil when prices are low. You mix up OPEC with ExxonMobil, BP, shell .....Oil companies receives several billion dollars each year in subsidies, enough for all of the major companies to completele cover the cost of production. And even without those subsidies, the top companies make multi-billion dolllar profits each year, and have more than enough revenue to cover production. They are CHOOSING to not produce. This is how the fossile fuel industry has always worked. They produce more than they need to meet their contracts, and when they have enough excess product, they cease production and start selling the excess at half the rate to create an artificial shortage
What should of been in a real infrastructure bill is deregulation and tax breaks for refineries ,production,and money for pipelines and power plantsIt's almost Winter and people aren't driving as much. Imagine being a President who's failed so badly, that he has to do this right now.

haha, I don't know OPEC was around 1880s. The fact is that you are unable to realize energy (oil and LNG) suppliers are divided into two distinct "roles". OPEC can controller the price, and the rest are followers. OPEC can not set the price too high because OPEC does not want too many suppliers in the market. The rest cannot control the price is because of productional costs (I remember it was around a 1: 5~8 ratio, hey JDR is not wrong). Now, the current WH energy policy makes most oil companies into the wait-and-see mode, instead of rushing in to produce more oil when the price is high.
