Market is global. He sell oil to China (and anyone who is ready to pay better price) and he send money to Venezuela's regime (with his little personal part), and 30% of Venezuela's income is Russia's income. Actually, he used billions of taxpayer's money to put some millions in his personal pocket (and sponsor Russia, of course).

Because global oil prices have climbed, the absolute price Russia receives — even at a discount — has risen (e.g., Urals moving from under $40 to around $60 recently). That boosts Russian revenue compared to earlier in the year.

Higher world oil prices due to the Iran conflict do help Russia earn more per barrel in absolute terms even on discounted sales.
