Market is global. He sell oil to China (and anyone who is ready to pay better price) and he send money to Venezuela's regime (with his little personal part), and 30% of Venezuela's income is Russia's income. Actually, he used billions of taxpayer's money to put some millions in his personal pocket (and sponsor Russia, of course).
