Let's say a Teacher lives in California and works under CalPers in a NON SS covered public school. She pays for 20 years into CalPers and is eligible for a pension starting at - say - 55.

Then the teachers husband gets stationed in Virginia where public school teachers participate in Social Security and works an additional 25 years.

What would happen is the earned SS Benefit for the VA 25 years was being reduced because of the CalPers Pension for time in a NOT SS covered job.

That is not "double dipping" as the time frames do not overlap.

That is not "not paying into SS" as the teacher paid into BOTH CalPers during one 20 year period and SS security in a different 25 year period.

If you were a firefighter, many died before getting to social security age in another era just from the fumes they breathed in from the years of service. However, they may have worked in other employment paying social security taxes and getting the 40 quarters and more. Also, their pensions may not be that high and there may be no COLA's in them. Someone getting 10 thousand a year ten years ago is not the sane as getting the same today. If someone is getting outrageously high pensions now, there is understanding. Until this law was passed, I think Social security was reduced to one third or so of what was earned.
