Link to the Constitution saying that. When I read it the Constitution says a pardon is for “crimes against the United States”.Yes, they are called "preemptive pardons" and are allowed under the constitution.
But as one democrat said, anyone that needs a preemptive pardon knows they are guilty. I agree.
