They don’t prevent the ability to investigate crimes. You’re talking out of your ass.
So, it looks like the Hawk wants to spend millions of taxpayer dollars to investigate the possible wrongdoers who have been pardoned, knowing there will be no punishment. Whats the point, why bother?

To expose the truth and ensure that it doesn't happen again as well as holding those who aided and abetted that weren't pardoned accountable. Guilt has been admitted. Those pardoned should be questioned under oath and jailed if they lie. Pardons don't apply to future acts.
