Legislation and executive orders can have implementation periods. Not everything is done by court decisions.

That is what you want. Court decisions are immediate. It's either black or white. There is no gradual implementation.

Well asswipe, scholar is an often misused, misapplied title.
As for "Constitutional scholar", your hero B.H. -Barry- Obama claimed to be one and we see how much a failure and fuggup he was.
Likely he couldn't pass with 70 correct out of the 100 questions.
I'm doubting you could pass either if it was a closed book test.

The important issue is being a knowledgeable citizen and so far my experience is that at least 70% of USA citizens couldn't pass the test with out a lot of cramming at last minute. And even then ....

But there is overturned, often by appeal.
And sometimes by a later judge/court examination.
Judges/courts aren't "god" and their decisions/interpretations aren't cast in stone.

Also, I think you meant open book tests. Closed book tests are harder.

They could pass the test if they took my class.
