You never know until you try......does include drugs and gay sex? :lol:
 
It seems like few of the details are known yet. The theory is that when one's local school district is deficient in some way, parents might not have the resources or ability to opt out - that is to say, send your kids to a private, parochial, or charter school.

Teachers' unions have long fought this sort of initiative because it has usually taken money from school budgets, and it often removes good students from the student body. If the money is Federal now, maybe the teachers' unions will not fight it.

As a graduate of 12 years of parochial schools, the tuition at the time was very modest, as were local school taxes. Over the years, property taxes (which fund schools in most states) exploded, parochial school got a little more expensive, and the result was a dramatic drop in kids going to Catholic schools. And it shows.
