Politicians make policy and the laws. Police forces simply attempt to implement those policies and enforce those laws.

Take a city like Baltimore. It spends the fourth highest amount per student in the country among cities with 40,000 or more students and yet its schools have gotten progressively worse over the past thirty years. That's a problem that liberal policies have created in a city that's been totally controlled by Democrats for sixty years.
