These suggest that using a pardon for people who haven't been convicted has happened, it's rare. I'll also add that with the exception of the blanket pardon of Nixon, all the other ones appear to have at least had a crime attached to them.

To delay the punishment..a punishment only comes from someone who has committed a crime. The clause is to be understood that a pardon comes AFTER the crime. So, the link Marener posted, is correct, as I also mentioned.
