I've spend far more time seeing how palestinians treat other palestinians and how arab treat palestinians in their country. That is by far worse than how palestinians have been treated by Israelis.
Tutu spend a few hours and take a tour and bases his judgement on that. He has not spend days or weeks. He has not lived with them, talked for hours with a wide cross section of the people from politicians to the children at play. He was not there when they babies were birth or when they were massacred in the camp war. He was not there when they were the ones perpetrating massacres. He was not there when palestinians trying to escape the siege were shot in the back by their own soldiers. He was not there when they waged war on their hosts, perpetrated political assassination or kidnapped and tortured children.
He does not know the palestinians in the PA or the rest of the middle east. I spent more time with my cousin when she was researching the abuse of women in SA than Tutu has spend researching the palestinians. He is no authority.
Maybe he should concern himself more with Zuma's government and his own people than with the palestinians and Israel.

It is all part of a mindset palestinians are taught from birth. Most have never seen the world, except through "state" sources. From the home, schools and mosques, it is constantly reenforced. They do not experience the suffering in the rest of the world in person.
Refugee camps in the WB and gaza should be reclassified as towns and under the administration of the authority not the UN.
It is not Israel fault or responsibility if gaza can't pay the PA for gas. Supplies to the UN camps have been steadily enters, but too often hijacked by Hamas. There are two points open between gaza and Israel. It is Egypt that has shut Rafah.
Gaza has been firing mortars almost everyday at Israel. Gaza is waging war, so if the crossings are closed for security reason, that in on Hamas. There are cargo boxes that entered Gaza but that Hamas will not allow to be distributed. There are scanners now to speed up cargo in and out of gaza so no banned material is not transferred. Once cargo enters Gaza it is up to Hamas what is delivered, not Israel's.
Palestinians in camps are pawns. They have not been absorbed into the PA. They are kept segregated and brainwashed into the belief they will eventually be part of a right of return at some point. They are not part of the nekba but generations after.
The camps are the responsibility of the PA and the UN.
Sanctions against the PA for walking away from the the talks will go to paying off their debts in Israel.
