In the last several thousand years of history, the main value and goal of Chinese has been to support civilization and to be personally civilized.
That suggests that China would probably respond positively if we offered China a partnership to work together to create an advanced civilization at a level many times higher than any culture has ever reached in the past.
To be more specific, China, the US, the EU, and other nations would agree to increase their research and work in the Arts by many times. Part of the funding would come from all the nations slowly decreasing their military spending, but much new money would be put into this wonderful work as well.
