The German Emperor in Vienna was not able to protect it with military power any longer. The arch-chancellor of the Holy empire gave his position to the French. Napoleoe threatened Austria to start a war if emperor Franz will not resign. This was also a reason why Franz resigned - but he resigned not only - he dissolved the complete Holy Empire and all responsibilities in this context. So since August 6th 1806 the Holy Empire is not existing any longer.

The French Revolution was already the de facto end of the Old Order.
