For sake of clarity...something often absent from dialogue...the State Department order does not apply to most of the military provisions.

Those provisions are administered by the Pentagon. Not the State Department.

To pause the theft and redistribution of the fruits of the American electorate's labor for the Ukraine's military funding, you would need a seperate Pentagon order.

What was actually paused here was most, not all, of the non-military aid. All of the money which was going to the NGOs, professional propagandists and purveyors of coupe shenanigans.

Which will likely just all be redirected elsewhere; probably to the Middle East, and for the same reasons, given that Rubio is now a player here.
