Well, during the 1927 Great Mississippi Flood, "the authorities did exactly that, choosing to flood African American neighborhoods to prevent expected flooding of the white neighborhoods."

Democrats flooded African American neighborhoods in 1927.
They also created Jim Crow laws after the Civil War.
