The whistleblower went to the committee staff because the whistleblower works in Washington for Washington and so he knows who would end up with this baby in the end. What you're missing is what you've refused to address all along. The ICIG had zero authority to do anything on this matter. His authority is limited to areas that fall within the direct responsibility and authority of the DNI. That would not include diplomatic phone calls between two presidents. If anyone had the authority to review the call it would be the State Dept IG, but I think even that would be a stretch.

What is proves is the WB isn't a WB. He should testify not only to what he claims to have been told, but who told him and what, if any, ulterior motives he might have had.
