The guy was questioned and released. They thought he was someone wanted for a federal crime, probably vandalizing the federal courthouse. Of course the "protesters" make it difficult to ID themselves by all wearing masks. He wasn't questioned at the spot he was found because they were worried other "protesters" would try to engage them, forcing them to defend themselves.

They were DHS law enforcement officers from Borders and Customs, brought into back up other federal agencies looking for the assholes ******* with the federal courthouse.
