Illicit drug labs not only use improper equipment when manufacturing fentanyl, they also mix in heroin, meth, and cocaine to increase the high the user experiences.
I explained earlier to you that Narcan is ineffective against meth and cocaine.
That means if someone is overdosing on the fentanyl drug made by one of these labs, Narcan will not be that effective since there are other drugs on board.
It will be enough to counteract the heroin and fentanyl, though. So Narcan may save their life.

No they havent been we send money to corrupt countries to let them fight it and low and behold that fails because the countries arent really trying very hard.
we have not used direct military force against any drug cartel unless you count Panama.

Yes, and my point is simply that after the capture or death of all those "kingpins", the beat goes on. Others take their place, the CIA and DEA continue to ply their trade in the shadows, the budgets and prisons grow, but "illegal" drugs are still everywhere.
