I remember being stationed at NAS Memphis from 1986 until 1989, and during that time we noticed that there was a group of female Marines who were running around in designer clothing, as well as had nice cars. The instructors couldn't understand how so many E-3's were living large, so they watched them and set up an investigation.
Turns out they were running a prostitution ring out of the barracks.
No, E-3's don't make much money, and you would be surprised at some of the things I've seen them do to get extra.
In Norfolk, they caught a couple of DK's who were skimming a mere 10 cents off of each account in their payrolls (approx. 5,000 people each) and putting it in a dummy account. They also got caught because they were living larger than their paygrade would normally dictate.
