Trump tried to send federal agents to those cities and they refused his help.

The rates rose due to the mayor's and governors of those cities letting it happen and even encouraging it. Those cities also happened to all be blue democrat locations. It's also why it rose even further after Trump because the current administration is also democrats and they don't even attempt to publicly disavow all the crime which further emboldens criminals and is why it increased even more this year.
