a. He has promised to appoint a person of color to the Senate in case the elderly lady who holds one of the two California Senate seats retires.

i. Since he appointed a Hispanic gentleman to fill the seat vacated by Senator Harris, it is assumed that another vacancy will be filled by an African American. ("Senator Maxine Waters" has a nice ring to it!!!)

So you are trying to tell us that there were no slaves in Ancient Rome, Greece, Babylon, Egypt, Middle age Algeria, Libya, Norway, Sweden, Denmark, Eighteenth century Brazil, Jamaica and on and on. Slavery goes back as far as recorded history does and almost certainly far before that.
