That $440 is nothing, compared to the wealth they expect to amass once they become established.

Again, I don't need to read any requirements. It doesn't matter how stringent your immigration laws are, the rule still remains that people came to your country in search of money and opportunities. And the reason for this is because they cannot find these things in their home countries. The fees and rules are just minor obstacles they have to overcome, to obtain greater rewards (aka, citizenship/green card, high-paying jobs, safe society...etc).
