The money comes from the federal government, in the form of a block grant. In CA most of it goes to EBT but some of it goes to NGO's for redistribution.

You don't need an ID to get EBT. You just walk into any DPSS office and tell them you're homeless and you don't have any ID. Then you get 200 a month in food stamps and another 200 in cash. Plus free healthcare.

And on the way out you can get a free Obama-phone, with unlimited minutes.

And then if you walk a couple blocks you can get a free bus pass, good for 20 rides a month with a discount on the rest.

Now you have a phone, a ride, and some bread. Maybe while you're standing in line you can find a girlfriend.

No need for a girlfriend if you are trafficking girls for sex.
