Why not, when organizers and rioters cross state lines? Then it becomes a federal issue. We see the rent-a-mobs being bused in to foment left-wing riots all the time.

They weren’t prepared for it, so that limited their effectiveness. Managing a riot is a different skill than executing a search warrant.

if it were refused, then there would be a record of that.

the law at the time was that only the capitol police board can call the national guard, but its also likely the president could over-ride them and request it, but then there would be an official record of that.
 
They probably just felt compelled to do something to defend the government.
That is not a good reason to involve agents, especially as they did nothing to "defend the government". It sounds like you're trying to make the case that agents just decided on their own to get into the riot but do nothing.
