TO me it means that he wants to try to have some sort of limitation on how much military aid Ukraine gets and is starting negotiations at ZERO.

This did not happen once in the past 4 years since Biden stirred the pot that Obama started over 10 years and Russia subsequently invaded to prevent Ukraine from being any more of a Western tool to be biased against them. Russia's invasion was a desperate and regretful act of self preservation to prevent them from being boxed in which was the end goal of the Obama and Biden and whoever actually pulled their strings.
