TO me it means that he wants to try to have some sort of limitation on how much military aid Ukraine gets and is starting negotiations at ZERO.

This did not happen once in the past 4 years since Biden stirred the pot that Obama started over 10 years and Russia subsequently invaded to prevent Ukraine from being any more of a Western tool to be biased against them.
